2023 Several Measures To Accelerate The Integrated Development Of Domestic And Foreign Trade

In order to implement the decisions and arrangements of the Party Central Committee and the State Council and accelerate the integrated development of domestic and foreign trade, the General Office of the State Council recently issued "Several Measures on Accelerating the Integrated Development of Domestic and Foreign Trade" (hereinafter referred to as the "Several Measures").

Accelerating the integrated development of domestic and foreign trade is an intrinsic requirement for building a new development pattern and promoting high-quality development. It plays an important role in promoting economic development, expanding domestic demand, and stabilizing enterprises. "Several Measures" proposes 18 work measures in 5 aspects. The first is to promote the integration of domestic and foreign trade rules and systems. Promote the connection of domestic and foreign trade standards and continuously improve the conversion rate of international standards. Promote the connection of domestic and foreign trade inspection and certification, and deepen international cooperation in inspection, quarantine, certification and accreditation under the framework of the Belt and Road Initiative, the Regional Comprehensive Economic Partnership (RCEP) and other frameworks. Promote the connection of domestic and foreign trade supervision and promote the smooth flow of domestic and foreign trade resource elements. Promote domestic and foreign trade products of the same line, same standard and same quality, and encourage all parties to adopt the "Three Same" certification results. The second is to promote the connection of domestic and foreign trade market channels. Support foreign trade companies to expand the domestic market and organize a series of activities to expand domestic sales of high-quality foreign trade products. Support domestic trade enterprises to develop international markets through cross-border e-commerce, market procurement trade and other methods. Give full play to the role of platform communication and docking to promote the integration of domestic and international markets. The third is to optimize the integrated development environment for domestic and foreign trade. Strengthen the protection of intellectual property rights and carry out special actions to combat infringement and counterfeiting. Improve the domestic and foreign trade credit system and promote the sharing and application of corporate credit information. Improve logistics convenience and accelerate the development of rail-water intermodal transport at coastal and inland river ports. Strengthen support for domestic and foreign trade talents, and build a talent exchange and docking platform that integrates online and offline and domestic and foreign trade. The fourth is to accelerate the integrated development of domestic and foreign trade in key areas. Deepen the pilot projects for domestic and foreign trade integration and encourage greater reform and innovation related to domestic and foreign trade integration. Cultivate enterprises that integrate domestic and foreign trade, and support core supply chain enterprises to drive upstream and downstream enterprises to collaboratively explore domestic and international markets. Cultivate industrial clusters for the integrated development of domestic and foreign trade, and improve the level of integrated development of domestic and foreign trade in the central and western regions. Accelerate the construction of domestic and foreign trade brands and support domestic and foreign trade enterprises in cultivating independent brands. The fifth is to increase fiscal and financial support. Implement relevant financial support policies and actively support the integrated development of domestic and foreign trade. Give better play to the role of credit insurance and increase comprehensive support for integrated domestic and foreign trade credit insurance in accordance with market-oriented principles. Increase financial support and strengthen the service capabilities of financial institutions for domestic and foreign trade enterprises.

"Several Measures" emphasizes that all localities and relevant departments must actively promote the implementation of various policies and measures, break through key blocking points that hinder the integration of domestic and foreign trade, help enterprises smoothly switch between domestic and international markets, and strive to achieve substantial breakthroughs as soon as possible. Local people's governments should introduce supporting supporting policies based on local conditions and vigorously promote the integrated development of domestic and foreign trade in the region. The Ministry of Commerce must work with relevant departments to closely track and analyze changes in the situation, strengthen coordination, supervision and guidance, ensure that various policies and measures are implemented in place, and promptly summarize and promote good experiences and practices from various places.
