The Pilot Effect Of Domestic And Foreign Trade Integration Appears

news-1920-713Cultivate business entities, build docking platforms, promote industrial integration, and carry out domestic and foreign trade integration pilots for one year, and the demonstration effect has been continuously highlighted. Zhejiang has cultivated a total of 827 leading enterprises in domestic and foreign trade integration, and Jiangsu has identified 175 domestic and foreign trade integration pilot units in three categories: trade, production, and platform to strengthen follow-up service cultivation. Each pilot area has promoted the development of domestic and foreign trade integration in key areas and important links. Reform and innovation are forming a batch of experiences and models that can be replicated and promoted.

Since 2023, 14 departments including the Ministry of Commerce have launched domestic and foreign trade integration pilot projects in 9 regions including Beijing, Shanghai, Jiangsu, and Zhejiang. Focusing on the pilot goals, the pilot areas have the courage to innovate and practice boldly, and have achieved initial results, which has played a very good role in improving the integrated regulation system of domestic and foreign trade and promoting the integration of domestic and foreign trade. In the first 10 months of 2023, the number of enterprises integrating foreign trade and foreign trade among industrial enterprises above designated size in my country increased by 4.7% year-on-year. More and more companies realize that integrated domestic and foreign trade operations are an important means to make good use of two markets and two resources, cope with market risks, and expand development space.

At present, enterprises still face some obstacles when switching between domestic and foreign markets, and their ability to integrate domestic and foreign trade needs to be further improved. Whether foreign trade companies expand the domestic market or domestic trade companies expand the international market, most companies face certain risks and challenges when facing a new market environment and finding customers and expanding channels. For example, the size of clothing exported to Europe and the United States is different from domestic standards, and the style is also different from the domestic market demand; some export products often involve brand and trademark issues for domestic sales and need to be authorized by foreign parties; some foreign trade companies have long-term production to orders and lack domestic marketing experience and Dedicated team, low brand awareness; etc. To solve these problems, we need to further improve the system design at the national level, and at the same time encourage local governments to actively carry out innovation in institutional mechanisms and development models based on their own actual conditions.

At the end of 2023, the General Office of the State Council issued a notice on "Several Measures to Accelerate the Integrated Development of Domestic and Foreign Trade", proposing 18 measures in 5 aspects to provide more effective policy starting points for various regions to accelerate the integration of domestic and foreign trade, and also to accelerate the integration of domestic and foreign trade. The integration of domestic and foreign trade puts forward more and higher requirements.

To accelerate the integration of domestic and foreign trade, we must focus on building a strong domestic market. By strengthening the protection of intellectual property rights, improving the domestic and foreign trade credit system, simplifying the import procedures of some goods, improving logistics convenience, and strengthening domestic and foreign trade talent support, more high-quality goods and services can enter the domestic market more conveniently, enrich the quantity of supply, and improve the quality of supply. , to better meet the increasingly escalating domestic market demand.

To accelerate the integration of domestic and foreign trade, we must vigorously promote the improvement of the consistency of domestic and international standards. Technical trade measures with standards and conformity assessment as the main content have now become one of the main ways to affect international trade. There are differences in domestic and international standards applicable to domestic and foreign trade products, resulting in different certification procedures, scope of application, and evaluation methods. , the manpower, time and capital costs for enterprises to meet standards and obtain certification will weaken the motivation to switch to domestic sales to a certain extent. Since entering the "14th Five-Year Plan" period, my country has transformed 2,509 advanced applicable international standards in the fields of machinery, chemicals, information technology, consumer goods, etc., and the consistency of key technical indicators with international standards in major consumer goods fields such as household appliances, textiles and clothing has reached 95% %. Relevant work should be further accelerated and strengthened.

To accelerate the integration of domestic and foreign trade, we must strengthen international coordination and cooperation. We will regard the integration of domestic and foreign trade as an important part of the construction of my country's global free trade zone network, focus on interaction with domestic and foreign trade connectivity with major trading partners, and actively learn from and introduce advanced rules, regulations, management, and standards from trading partners. Connecting domestic trade and foreign trade with production and consumption, and connecting domestic and foreign markets is an intrinsic requirement for building a new development pattern and a key measure for adhering to a high level of opening up to the outside world. We should further leverage the demonstration and leading role of high-level opening-up platforms such as free trade pilot zones, promote high-level institutional openness to high-standard international economic and trade rules, and promote the integrated development of domestic and foreign trade at a higher level.news-1920-462
